initiative 5: professionalisation and at-scale expertise
designing, piloting and supporting the adoption of a core copetency framework for wash and humanitarian response actors

In response to the pressing need identified in the WASH Roadmap and background documents, INITIATIVE 5 is dedicated to bridging the existing capacity gaps in Humanitarian WASH by creating a comprehensive competency framework. Despite increased investment and attention to professional development in the humanitarian sector, the absence of a common competency framework poses a significant challenge.

The initiative goal is to develop a unified competency framework in consultation with WASH, Human Resource, and Training professionals from diverse backgrounds, including public, private sectors, academia, and vocational training schools. One of our key principles is co-designing with end-users to ensure that the framework meets their needs effectively. Through user testing and feedback from HR managers, WASH Managers or Trainers, and private sector representatives, we will refine the framework to make it user-friendly and practical.

To inform the framework's development, there will be a thorough scan of the online job market and leverage the data obtained to ensure relevance and alignment with industry needs.

A robust competency framework serves as the cornerstone for workforce development activities, guiding professional training, recruitment, and accreditation processes. By promoting a common language and framework across various sectors, it supports professionalization and enhances workforce resilience in the face of evolving challenges such as climate change.

Furthermore, the initiative seeks to capitalize on the expertise of the private sector and specialized rosters to bolster the WASH sector's resources. Through a proof of concept for matching specialized expertise with on-the-ground needs, we aim to facilitate more effective emergency responses. The initiative is committed to collaborating closely with the WASH Roadmap Initiative 1 and the Global WASH Cluster Technical Working Groups to ensure the accessibility and relevance of capacity strengthening resources on the WASH Hub. This includes engaging sectoral experts in climate adaptation, FSM, Cash & Markets, Hygiene Promotion, and more, as well as specialists in HR and Learning and Development.
