Committees
​and Collective

In order to pursue its goals and reach its vision, the WASH Road Map has established a governance structure based on three organs:

1. The Directors Collective
2. The Steering Committee
3. The Executive Committee 

On the following scheme, each organ, role and mandate is represented.

Directors collective

Membership
  • The emergency director of each officially committed actor and donors interested to contribute in the WASH Road Map
  • To date, this collective counts 24 members

​Role
The Directors Collective (DC) is informed once a year of the progress of the WRM. It monitors its the smooth implementation and can suggest new ideas or orientations.
DC members have executive decision-making authority within their agency, it is expected that they will advocate and push for internal resources to be invested into the WRM.
DC members can also advocate on behalf of the whole sector in their own agencies to give more prominence to WASH activities or join efforts to raise the general profile of WASH in humanitarian operations.
It is the highest governance structure of the Road Map; however, the WRM is a collective initiative, the Directors Collective is thus accountable to all the actors of the Road Map.
 
Meetings
One regular meeting per year.
If needed, the Steering Committee can call for an ad hoc DC meeting.

Steering Committee

Membership
  • The (co-)leads of all initiatives
  • 1 representative of the GWC CAST
  • 2 representatives of the GWC SAG
  • 2 representatives of the IAWG
  • Both co-chairs (c.f. The Secretariat page)
 
Role
It holds the ruling power of the WASH Road Map. It endorses or refuses strategic and/or sensitive propositions through a simple majority vote of its members (with a quorum of 75% of its members). The Steering Committee is accountable to the Directors Collective consequently to the report of the co-chairs.
 
Tasks
  • Vote strategical and/or sensitive decisions about the implementation of the WRM
  • Reviews successes towards the achievements of the WRM goals thanks to put in place monitoring and reporting tools
  • Provides strategic recommendations on the WRM initiatives and partners consortia
  • Acts as key players in the dissemination of information and promotion of WASH Road Map initiatives both within their organisation and to external events or other collectives
 
Meetings
Two 2-hours meetings per year.

Executive Committee

Membership
  • 1 representative for each Working Groups (4)
  • 1 representative of the GWC CAST
  • 2 representatives of the GWC SAG
  • 2 representatives of the IAWG
  • Both co-chairs
 
Role
It handles the day-to-day governance of the WASH Road Map, is responsible of the public communication and visibility of the WRM and prepares the Steering Committee meetings (facilitated by the Secretariat).
​The Executive Committee is accountable to the Steering Committee.
 When asked by co-chairs or a majority of Executive Committee members, important decisions will have to be validated by majority of electronic vote and with a quorum of 75% of complete Steering Committee members. 
 
Tasks
  1. Defines strategic decisions to be presented to the Steering Committee for voting
  2. Implements a system of monitoring and reporting tools
  3. Provides operational recommendations on the WRM initiatives and partners consortia that are then used and shared by the Secretariat
 
Meetings
One 1:30-hour meeting per month.
Can be consulted through ad hoc meetings or email.
